The record before Congress
Congress received reports and documents on the ordnance establishment, its contracts, and its expenditures, and these congressional records are a source on how the armies were armed. They document the awarding of contracts, the acceptance of guns, and the workings of procurement.
For the researcher they supplement the Ordnance Department's own reports, adding the legislative record of the great wartime effort to supply artillery and ammunition.
